This program was started in 1996 by Paul Hill in cooperation with the North Commons Community Center in North, Minneapolis. Together these two founded the N.C. Heat basketball program, which is now PJ Hoops. 
Its purpose was to provide a structured basketball experience for his children and other inner-city children of similar age. The initial team consisted of 4th grade boys. It expanded to include student athletes from the Metro area and beyond. Girls' teams were included in the year 2000. Paul underscores the importance of personal discipline, fostering good decision-making, cultivating positive habits, attitudes, and relationships, building trust in others, and, most importantly, nurturing a strong sense of self-confidence and self-esteem. 
These qualities serve as a foundation that extends beyond the realm of basketball, preparing individuals for various aspects of life. This program has generated many collegiate athletes, contributing to both high and mid-major programs. A majority of these athletes have pursued higher education, securing athletic and academic scholarships at various colleges and universities.
